Tents/Lightning and Arrow of Light Questions

Got a couple of questions I need help answering.
At camp this year I was one of the campsite inspectors. Great fun...
especially at the site that was busy baking pies. ;-) One of the things
we looked at was tents sharing pegs. We found some as well as tents
tied together and a couple of other neat variations. When asked what
the reasoning was the head inspector explained that connecting tents was
a potential hazard if one was struck by lightning. The idea is that the
charge would spread from tent to tent instead of just going to ground.
Being relatively ignorant I just wanted to ask if this is a valid concern.
Anyone have more information?

Back in the Wolf-Bear-Lion days the final Cub rank badge was called
the Webelos badge but looked like what we know today as the Arrow of
Light. (Actually, we said that the device on the Webelos badge was
the Arrow of Light.) Anyway, the question is, can an adult who
