Brad Mitchell asked the following questions: Is there an alternate
requirement that he could do for Second Class rank? If so, what about the
First Class requirement #9 where he must swim 100 yards? If no alternate is
allowed, any ideas on what I can do to help this scout?
If there is a medical reason then the Troop Committee (that is my
understanding) can alter the requirements for the swimming requirement.
Then the scout should do as much as possible and a substitute requirement
that is in the scouts ability be made.

It sounds that you have one strike against you, the parents do not care.
What is going to happen when the boy goes to school and must take swimming.
A requirement when I was in High school and college. Since that was in
the dark ages, they might have dropped this requirement.
I am sorry I could not give you anymore advise, but I am sure that others
in the list will.
