Packet Radio is what you are looking for. Basically it is connecting a
computer and modem to a radio instead of a phone line in order to send
things like E-mail, bulletins, etc.
Just find a HAM operator, mention that you are interested in participating
in JOTA and say that one of the participants is deaf. Almost any HAM would
be _MORE_ than glad to talk to you and give you more information.
