tends to exibit a 'rules apply to everyone else' attitude.
Let the Scouts decide, then deal with the outcome. If they choose the
second boy, this is an opportunity to bring his attitude to his attention
and remind him that leaders are supposed to set the example. Better he
learn now than become an adult in a position to affect other people's
lives and livlihoods with his current attitude intact.
