If both meet the Troop's qualifications, let the boys decide. That is
what scouts is all about. He may not be your choice but he is the
scouts. They have seen something in him that you may have missed. If it
were me, my first move would be so set him down after the election and
have an impromtu Scoutmasters Conference. Explain what you expect i.e.
setting the example, planning etc. Then give him the tools to succeed.
The ball is in his court, he might surprise you. Also, plan to swear him
into office in front of the Troop.
