Senior Patrol Leader

My senior patrol leader recently aged out/up and we will be holding =
elections in a week. My queston for the list is : How much influence =
can or should the scoutmaster have or use in determining the boy =
leadership? I have two boys who meet the basic requirements set by the =
troop for senior patrol leader eligibility. One of the boys was senior =
patorl leader in another troop and has shown good leadership in our =
troop. The other scout has been with the troop since his beginings in =
BSA but tends to exibit a 'rules apply to everyone else' attitude.
All input/insights/experiences will be apperciated and heplful.
