Assigning a Merit Badge Counselor

Here's a variation on the Merit Badge Counselor question that I haven't seen
Can a scout go to any (council approved) merit bdge counselor that he wants
to? Or should he only go to the one which is assigned by the Scoutmaster?
Advancement Policies and Procedures (BSA #33088) names the Boy Scout
Requirements book as the authority for the steps in merit badges. In that
one, it says "Your scoutmaster will give you the name of a person from a list
If it's the Scoutmaster's call, then this solves a number a questions, such
as "can I sign off my son's MB card?" And it is in tune with the
Scoutmaster's responsibility for identifying those who can "sign off" on rank
advancement. On the other hand, the wording doesn't "ring like a bell,
clearly for all to hear" as it does on other questions.
So, has anybody got other (current) references to document what really should
