To the best of my knowledge, there are no specific organizations authorized
to destroy or retire old US Flags. I believe the flag code is very short
and terse stating merely that a worn out flag should be retired in a
dignified manner, preferably by burning, but is silent on who can do so,
leaving that to any person in possession of the worn out flag.
