There is a couple of problems here. The young staff at camp are not
qualified or actual MB counselors. The actual authority for MB work at
camp is actually derived from the Camp Director or Program Director, who
are to assure the staff actually conducts the necessary instruction of the
proper things to pass MB requirements as stated (or give partial
completions if not all req can be done at camp due to time constraints,
So, if you have observed deficiencies in the MB program at your camp, you
start there (with Camp Director and/or Program Director). If you don't get
some satisfaction, then a polite, but factual letter of complaint to your
council Camping Committee, Advancement Committee, and Scout Exec will
really start the pot bubbling.
As to real adult MB couselors, whose work experience qualifies them as
such, yes there is a training program for MB Couselors (esp useful to
non-scouters) in covering the standards expected, where MBC judgement is
allowed and not allowed to modify or adjust requirements to fit special
circumstances, and other adminstrivia. Howver, not all councils offer this
training, even once a year. There is (of course) a publication on this
which also explains, but even it is rather brief (and makes no reference to
YPP rules which are also important nowadays).
Should you withhold the MB? Maybe the best way to approach this to sit
dowm with the Scout and go over the requirements in a quiet corner
conversation, asking them what they really did and if they see themselves
as having met the requirements. In most cases, a boy will see that he has
not met some/all of the requirements and will forego the MB. But, be sure
to also have a plan whereby he can complete the work if possible (e.g.
cooking patrol meals on monthly campouts, etc.) Some specialized MB (e.g.
the shooting sports and some of the aquatics) may not be easy outside of
camp but are possible.
Absolute best way to get results in all this (and get a bunch of people
in hot water) is have the Scout write a letter to the SE along the lines of
"...I thought I had earned these MB at camp, but when I sat down with my
SM and went over the req., I discovered that we really didn't earn them
