I would say that it's up to your Troop. I see no problem with outsiders
signing off requirements as long as you know they are qualified and all BSA
rules have been followed (ie. youth protection guidelines). We allow Patrol
Leaders & other older Scouts to sign off some things--if they teach it they
should sign for it.
