the inside of the "Advancement Policies and Procedures Committee Guide (1995
printing) it is stated in bold: No council, district, unit, or individual has
the authority to add to or subtract from advancement requirements. No where
in that publication or the "1995-97 Boy Scout Requirements" could I find any
reference to time limits (other than time extensions for obtaining Eagle
This has been an issue of discussion in our troop. I agree with the one ASM
who stated that if the Scout could still *find* the blue card after over a
year, he'd be happy to sign it (if the requirements are complete).
I couldn't even find any specific requirement that the Scout wear full
uniform when meeting the Merit Badge Counselor. There are passages in "The
Scoutmaster Handbook" and "The Boy Scout Handbook" which talk in general
about when to wear the uniform, but meeting with the merit badge counselor is
not mentioned (although I can see where this could fall under wearing the
uniform to scouting functions).
