Sounds like these Cub Masters are not looking at how to serve the kids but
how to make their Packs bigger. I would think that 400 boys are more than
enough for all three packs. Do they really have the structure to handle the
influx of new boys? Are they ready NOW to provide the program to these boys?
I would think that the District Membership Committee and the Commissioners
Staff has a plan and is ready to work that plan. Sometimes there is a need
to "guide" leaders into doing something that is bigger than their own
interests. You might find it goos to get the three Pack commisstt Chairmen
together and explain the plan (if there is one ) and work for their support.
Then implement the plan and bring the program to the boys.
