By this I assume that you are not now counting the required nights of
camping leading up to first class...
Were I the Advancement Chair for the troop you are with, as I am for my
son's troop.... I would automaticaly sign up every new Scout up for this
badge upon receiving his initial application.... I would not really
feel badly about doing this as,
1) It is the goal of every boy entering the Boy Scouts to become and
Eagle (though we of course know that everyone does not)...
2) To become an Eagle at the moment a Scout must earn this badge....
3) Therefore every Scout is automatically working towards this badge.....
or another way of putting it is... I think you are wrong.....
