I believe this is exactly what the Guide to Safe Scouting is referring
to. I personally witnessed 2 near crashes involving Scout convoys
(within 1 hour) when everyone was trying to keep proper distances. It's
easier said than done. I have not travelled in one since.
Convoys are not defined by the distance between vehicles and they are
inherently unsafe. They are usually formed by Scout leaders that have
not prepared with all the items that have been suggested on this list.
