I would have a talk with this Scout and ask him a few pertinent questions.
Do you know who this belongs to?
Do you feel that you need this?
How about the owner, do they need it?
How would you feel if someone took something you needed?
How would you feel about the person who took it?
Do you know any other ways to get what you need?
Would you like us to show you some ways to get what you need without
having to make someone else feel (bad) about it or (mad) about you?

I would definately try this approach before resorting to consequences
like dropping him from Scouts, but if the incidents continued I would let
him know that that was the next step and ask him what I could do to help
him succeed in beating his problem. He needs to knowthat you want him to
