Convoys: was two deep leadership

I was recently informed by a fellow scouter with more years than I that
convoys were expressly forbidden due to the possibility of a multi-car pile
up. I tried to find out from local sources but nobody can seem to recall in
which publication this might be stated. I checked our tour permits but they
are all one sided photocopies. Does anyone know what publication covers this?
It would be nice if there was an electronic index of topics with pointers to
the publications of the BSA.
