The rules and statement are on the TOUR PERMIT. (turn the form over, there's
lots on the back of it too). All drivers for Cub Scouting must be over the
age of 21; all drivers for Boy Scouting must be over 18.
And yes, this is specifically meant to keep the 16 yr. olds from driving
your Scouts. Under the age of 18, the parents are responsible for the
