One point seems to be lost in this exhaustive discussion of beltloops
To earn any beltloop, the Scout must "do his best" to read &
understand the book covering the beltloop. Without reading the book,
the boy doesn't earn the beltloop. Therefore:
1. Most daycamps really don't complete the requirement for the b/l.
Scouts must then go home & read the book before they complete the
2. Most Tigers would have trouble reading most of the books. I
think that's a very logical reason that they aren't allowed to earn
b/ls ... except, apparently in Sam Houston Area Council.
3. A Webelos completing the Artist Activity Pin would not
automatically earn the Art b/l ... until he read the book. That's
why this award is not automatic when the Activity Pin is earned.
4. To the question about who should pay for the b/l if a Den works
on them ... I would think that the Pack should buy any award earned
by any Scout. After all, doesn't the Pack pay for awards like rank
badges, arrow points, the World Conservation Award, etc.? Why should
b/ls be any different?
