Who buys Cub beltloops

Who, generally pays for beltloops? If we do something as a Pack,
certainly the Pack should pay. Day Camp, I say the Pack. But what about
Dens who work toward a Belt Loop? My Den did Tennis and I took it out of
the den dues (I really took it out of the grocery money 'cause there
wasn't any dues left) because the Pack did not offer to get them. And
what about individual Scouts who work on Swimming or Soccer or some other
belt loop on their own and who may even go on to get a higher award.
I want my boys exposed to as many belt loops (sports and academics) as
possible but the Kitty's run dry!
BTW, has anyone used the Science Beltloop as a way to encourage boys to do
a Science Project for the school science fair before? It looks like it
could easily be done. Cub age boys are NOT judged formally at our school.
Might be a way to get them interested. I'm trying to encourage mine to do
Radio and weather electives for Science FAir (kill two birds with one
