Since the belt loops/pins/letters are not part of the advancement program,
it stands to reason that a Scout can begin earning any of these recognitions
the day he becomes registered as a Cub or Webelos (not Tiger!).
Now, with all the recent changes in the Tiger program, did this change for
them? I do not have any of the new Tiger material!! (Kathy, get in there!)
