This question is answered in the Insignia Guide under Special Regulations,
Badges of Other Organizations. "The general rule is that badges awarded by
orgaizations other than the Boy Scouts of America may not be worn on an
official uniform." "There are, however, notable exceptions. Among them are
religious emblems and those badges approved by local councils in conjunction
with the national Program Group Committee such as Historic Trails medals."
I am not sure whether this includes the medals that Randy mentioned, but I
wear my Shiloh medal to Courts of Honor. It is extremely rare here, I have
not seen another since I left Alabama.
