IMO, this is a difficult merit badge to earn, unless one has either a
good target rifle with a peep sight, or a scoped rifle. With the target
rifle, all the scouts in my troop eventually qualified. I don't think
that _any_ of them could have qualified using my Remington 512 (an,
otherwise, ideal rifle for a scout, IMO).
A lot of parents are opposed to rifle shooting merit badge. Generally,
the same ones who think that BSA has too close a connection with the
military, or who don't want their sons to have anything to do with guns.
I agree that safety and gun awareness should be the focus of the badge,
but some minimal qualification should remain.
