Troop Fund For Boys.

I need some help from the list. I am trying to set up a troop fund for
the boys in my troop.
I think that it would be a great benifit and help teach the boys
financial responsibility. My problem is getting the rest of the adult
leaders involved with it.
We have 5 adult leaders and 6 boys in the troop. The committee chairman,
who also handles the finances, says she likes the idea. However, I am
having real trouble implementing it.
I troop has been in existance only since last November. To this date,
our whole checking account as $10.00 in it.
She wants the troop to pay for everything for the boys. I think that
would be great, since they are earining the money. How do I get across
to her that we need money for other things besides camping? Even though
they are earning the money, by the troop completely paying for
everything, how does this teach them responsibility. Plus, we are living
car wash to car wash.
1) How do troops with an individual boys fund handle the fund and for
payment of troop activities.
2) How do other troops handle the troop finances? How much money
(minimum ) should be in a troop checking account.
The way it is know just seems to make me nervous. Any help would be
