If by structure you mean planning. Then I can tell you that there is no
such thing as an activity that doesn't benefit from a plan. Without a
plan you will waste activity time 'Trying to decide what to do'. You
will be limited to luck in your choices of what to do because no one
planned to bring the right equipment, permission, tickets, food, etc..
If you plan, you will have less dissension because everyone that there,
knows what you've plan todo. Instead of coming and being disappointed. I
find that the chaos that insues at a poorly planned event to be
extremely irritating. What type of activities do your troop leaders say

What does being non-profit have to do with when you spend your money?
My problem is I can not get an

How come you can't get an accounting? As CC you have ultimate weight in
demanding these records. You also have the ultimate responsibility for
them, so get your hands on whatever records you can. Have someone go
through your writen checks last year and categorize them by type of
expense (registration and Boy's Life, Insignia, Pack
Supplies...whatever). These totals are a practical estimate of your
budget, that you can then analyse and adjust. You should also categorize
deposits so that you understand who is supporting you, and atticipate
oops, getting carried away with this topic. Probable can't tell that
I'am an accountant.
What are the guidlines for reserves, expenditures, etc.?
See 'The Cub Scout Leaders Book' chapter 10, p. 112.
