The flag should be saluted six paces before and six paces after it passes
you. It should be a given that you stand at attention while it is passing.
People not in uniform should remove their hat and place it over their heart
and observe the same rule as those in uniform.
There are many, including many Scout leaders, who do not know or do not wish
to observe the simplest courtesies to the flag of the nation. I think that
it is part of the duties of a Scout leader to be familiar with the proper
way to render courtesy and to "Set The Example" (You might have seen this
before), what you do as a leader is what the Scouts are going to learn. If
you do not follow proper courtesy the Scouts will then see that as the "NEW"
