Sleeping Arrangements for Explorers

I have a question that was asked of me a couple of weeks ago. I am
an Explorer Advisor and the explorer "age" is ages 14 to 21 for Youth. Now
in training courses and other materials it states that an adult can not
sleep in the same tent as a youth unless they are family. In the Troops that
means an 18 year old can not tent with a 17 year old so does that same
theory apply to the explorers? Does that also mean that the 18 year old can
not sleep in the same tent as the Advisors?
The reason I ask is that I am soon to have an 18 year old explorer
and trying to figure this out. Thanks in advance.
