About your BB Gun Belt Loop
I say give it to the Cub. It sounds like he has earned it.
If he was in my Pack he would be wearing it now. You
also do not want to loose this boy. If he and his
parents get upset enough about this they may leave your Pack
and find one that seems more appealing. As far as you being
qualified to sign it off? Any Den Leader can in my Pack sign
off for Belt Loops, just like they do any other Cub Scout book
requirement. Remember this is Cub Scouts, Not Boy Scouts,
we are not talking "Merit Badges" here. There are no classes
or special training requirements to sign off Cub Scout belt
loops, like there are to sign off "Boy Scout Merit Badges."
Cub Scout requirements are not as stringent. Remember to
"Keep it simple, and Make it Fun [KISMIF)."

I totally disagree with him. Cub Scout Belt Loops, sports award pins
and the sports letter can be earned in the Pack, the Den, or at Home.
It is up to the Pack leaders to only verify what was learned and to
check the record keeping part of the particular "Sports Program Belt
Loop Book" that was signed off by the boys participating adult partner.
