I was, of course aware of the youth programs, having been there in '88 with
my wife and daughter. Most of the youth are not, however, "youth
members", i.e many boys pre-tiger-cubs (<6)
and most girls pre-explorer age (<14).
But on reconsideration, they probably should prohibit smoking in the PTC
area, based on the rules as previously quoted.
