In my troop at the school for the deaf where 3 school departments
(Elementary, Middle School, and High School) are located at, we have
some high school scouts, who were not reelected to any of the
leadership positions, put in the Junior Leader's corp. We reserve the
corp restrictly for high school scouts. It helps them not to feel
demoted at all. Also those scouts who are promoted to high school and
are never elected to one of the positions, are placed in the corp.
So the patrols will be remained open for new incoming scouts from the
elementary cub scout packs.
Robert, hope this helps.
