Protection offered by cell phones is illusory in many wilderness areas.
Coverage is far from universal - and, they are least effective in
unpopulated areas where the scouts are likely to be. What may work in
the backyards of New York won't necessarily work in the Grand Canyon or
the mountainous areas of the West.
If you're going to rely on cell phones (or my choice, ham radio), be sure
to test the coverage in the area you'll want to use it.
