Oh my!!!! Part of the MB program is for the boy(s) to meet with people
outside the troop. It gives them a chance to use communications skills and
work with people that they don't know. It's part of the merit badge program.

Basically correct. He should be in uniform and the two deep thing works
well here, on both sides. There should be at least the Scout and one other
individual, a parent, guardian, another Scout, etc. And, for the counselors
protection there should be another adult present.
