Supply items, First Class swimming

My Scout office informs me of three new supply items:
Cub Scout Logo Staff shield, #00551, $4.15
Rowing Merit Badge Pamphlet, #33404, $2.25
Fishing MBP, #33231, $2.25
Morris Stilson asked about Lifeguard certification to sign off
2nd/1st Class swimming. Concur with "no" answers. Remember, Tenderfoot,
Second Class, First Class requirements should be passed off to a patrol
leader, troop instructors, eetc. Adults are ideally "last resort."
I used to have a chart. Any boy with Swimming merit badge would
normally be approved to pass a boy on 2nd/1st Class swimming.
Because swimming instruction has some unique dangers, we were a bit
more cautious about a blank check for instruction, but the basic
principle applied, if we felt he was competent and safe, he could
instruct in a pool or supervidsed lake situation.
A patrol leader who was first class (normal situation) was expected
to pass everything a boy needed to earn his own first class. What
better way to reinforce the Scout skills and provide the PL his own
earned authority? With New Scout patrols, this is a little more difficult
but the Troop Guide and lots of other troop officer should be able
to do it.
