I do not know about the other questions, but chartering a unit outside the
council boundries can be done. In my last council we had two troops that
were chartered by LDS units that were outside the council and all the youth
and adults registered also lived out of council. This was done because
these unit's charter Org was part of a larger LDS Church based region
called a Stake. Because of this, the two units were allowed to charter and
were part of our district.
