My take on this whole "Who owns the Cub?" thing is that the boys go where
they are comfortable, and wanted. In the past, I have been both a CM and a
Webelos Den leader. My aim in both positions was to provide a quality
program, and guide the cubs into the Boy Scouts.
THE TROOP THEY CHOSE WAS INMATERIAL.
Part of the AoL requirements are that a webelo visit AT LEAST one troop
meeting. Nothing says that the boy can't visit 2, 3, or even 10 troops,
before he makes his decision on which troop to join.
Recently, because of the program we offer, and the amount of adult
involvement, we have had webelos come to us from two packs that normally feed
other troops. I think this situation is good for the boys, because it forces
the other troops to either offer a better program or fold. Hopefully their
choice will be to improve their program. :)
