(dogeared in a relatively new booklet):
"3. Earn a total of 21 merit badges (10 more than you already have),
including....(I) Family Life".
There are 21 merit badges required for Eagle. When Family Life was added,
one of the "optional" badges was removed.

It's been 21 for Eagle since the late 70s.
Check out the "yellow book" and keep a copy handy, especially during Eagle
Boards of Review.
