The best way for the couple to get the badge active for troops to earn is to
present a completed COPY to the council. It will go before the board for
approval or to see if it needs further work. We got a Disability badge
approved at my Girl Scout council that is available for girl scouts of all
ages and the council is in the process of transferring information to the
boy scouts to make it available to them. GOOD LUCK!!
