I believe it is most certainly _NOT_ redundant.
Volunteers can, and should, be "professional". One of the most lame and
tired excuses for poor programs is "we're _just_ volunteers"
(unfortunately it is heard way to often in my region).
At the last Jamboree I attendend, I was part of an "environment" team
- Professional staff of Environment Canada (paid to be there)
both Scouters and Non-Scouters
- Scouters and Scouting enthuisiasts
both Scientists, and non-scientists, administrators and others
- about 20 Venturers
The "paid" status of each person had _nothing_ to do with the quality of
work provided or the amount of "team playing".
