Palms and Shoulder Loops

Regarding the question about the order of Eagle palms (Bronze, Gold,
Silver): why are the district/council shoulder loops silver, and the
region/national loops gold? Just about everywhere else in Scouts
silver is "higher" than gold. Examples include arrow points in Cubs,
Eagle palms, and position patches (Silver Dist. Comm. vs Gold Asst. Dist.
Thanks for the miltary explanation of the palm order. I always thought
it was because the Eagle medal is silver.
