The Unit Commissioner is a friend to, and not part of, a unit. S/he is
neither superior nor inferior to the Scoutmaster. His/her main duty is
to communicate stuff from the District to the unit, and communicate the
unit's health status to the District Commissioner (via Assistant District
Commissioners, if needed). The UC should be able to answer (or find
answers to) all sorts of questions about BSA policies. Should have a
copy of the Guide to Safe Scouting, know what a tour permit application
requires, etc. Should help with the rechartering process. The UC goal
should be to have a Quality Unit.
BUT s/he's the SM's friend, not the SM's boss.
There is some excellent literature that describes the duties in further
detail, as well as a training syllabus.
