Three part answer, Pat. There's a technical answer, a confirmation answer
and a recognition answer to your question.

Exactly. Technically the Life Scout becomes an Eagle Scout at
the moment and day (for me it was 9:22pm, November 5th 1975)
that the Advancement Report is signed by the members of the Board
of Review and when the Chair of the Board affixes his or her
signature to the Eagle application.
However, it is NOT CONFIRMED until after the National Court of
Honor has reviewed and confirmed the decision of the Eagle Board
of Review, which can take up to four weeks later. Note that the
National Court of Honor can and has overturned the local Council's decision
to approve/recommend approval of the award, but the vast majority are
approved and confirmed. When that is done, the Eagle Scout items (card,
certificate, and kit) are sent to the local Council and the date on those
items are the date of the Board of Review approving the Eagle. Note that
there should NOT BE ANY PLANNING OF THE COURT OF HONOR until the card and
other items have been sent to the Council. Yeah, I know, that could take
but if the award is disapproved for any reason, it could make the
entire situation a very embarassing one for the local Council, the
unit, and particularily for the Eagle and his family.
The Court of Honor is the official "public notification and recognition"
ceremony for the new Eagle and is conducted on behalf
and in the name of the National and local Councils.
