Question about Philmont crew composition

OK, I admit I've been only paying half-attention to the over/under
18-year-old issue, but now I need to know more about it.
We had sign-ups for our proposed 1997 Philmont crew(s) tonight, and
eleven Scouts volunteered. Which is fine, we were thinking of two
In the stuff I just got from Philmont, there is the following description:
"Each Philmont ... crew must have at least two qualified advisors one of
whom must be 21 years of age or older. The second advisor must be at
least 18 years of age. Because Philmont's objective is to serve youth;
every crew is required to have a majority of youth participants and no
more than four (4) adult advisors."
Does this mean that a crew with one over-21 and three 18-year-olds must
have at least four (or is it five) under-18s? Can an 18-year-old be an
adult second advisor and still count as a youth participant?
If we resurrected the old Post 24, what would be the age requirement for
the second advisor? The only mention for a post crew is that a coed crew
requires coed adult leadership, each of whom must be 21 or older.
