I am not old enough to remember this, but I am told that the councils did
not yet exist in the 1940's. At that time, there were only regions and
districts. The council system was overlaid in the 50's or 60's. So your

taking a troop to summer camp by myself as an 18-year-old JASM in 1978.
Things have changed a lot since then.
