SALT does cover the BoR and SM Conference. The best thing to do is to talk
with you District Advancement Chairperson and see if they have developed a
document call Advancement Guidelines. Our district has done so and I used
it as a starting point to develop a BoR guide for our troop.
SALT will, or can, cover more on the SM Conference. If they don't cover it
enough, tell them to. If your SALT is like ours, your questions can drive
what the trainers cover in greater depth.
Watching an Eagle BoR will not help you for the ranks lower than Eagle. The
Eagle board is different than the "normal" BoR. The basic idea of the BoR
(lower than Eagle) is to get the boy to talk about his Scouting experience.
As he advances in rank, he is asked to relate his Scouting experiences to
his life outside of Scouting. (I.E. School, Church, relationships with
