The older boy program for Troop members is NOW called "Venture".
VARSITY becomes a separate, optional structure for a chartered partner to use
instead or IN ADDITION to Venture Crew(s) in the Troop structure. ONLY VARSITY
TEAM MEMBERS WEAR THE ORANGE ("BLAZE") SHOULDER LOOPS. Venture crew members
are part of the TROOP, and therefore wear the red shoulder loops. They may,
if the Troop allows it, wear the "Venture" strip immediately above the Boy
of American strip on the right side of the uniform.

Have your Commissioner to contact the Council and ask for ProSpeak from August,
1995. Inside there will be the answers which will confirm what we've talked
here and what you were correct about. The same information is found in either
September or October's (I don't have them here right now, or I would be more
precise) _Scouting_ in the NEWS BRIEFS area.
It should have also been announced in your Council's newsletter or other
because your Council Scout Executive received a flyer from the BSA's Council
Support Division announcing the new changes back in late August or early
Again, to summarize:
* Venture is the only "senior boy program" in a Boy Scout Troop.
It replaces the two-tied "Varsity-Venture" program. Members of
Venture Crews wear the RED shoulder loops of the Boy Scout along
with an optional (recommended) "Venture" strip immediately above
and centered over the "Boy Scouts of America" strip on the right
side of the uniform.
* Varsity is now an OPTIONAL CHARTERED UNIT, organized as a Team
with two or more squads. Members of Varsity units, which can be
chartered alongside or in addition to Boy Scout Troops, wear the
BLAZE (orange) shoulder loops and other Varsity identifing items.
* The changes were made with the start of THIS PROGRAM YEAR (1
September 1995) and were made to prevent confusion and to streamline
programming for Varsity Teams and for the Venture crew(s) in a
Boy Scout Troop. Those Troops with more than 12 Venture-aged boys
are encouraged to organize a separate Varsity Team for those members
rather than to retain them in the Troop operation; however, a Troop
may have more than one Venture Crew, but only ONE represenative on
the Troop's Patrol Leaders' Council.
