One solution to having scouts approach strangers would be to have members
of the camporee staff in uniform needing assistance with something. I
remember one instance where two staff members were attempting to erect a
large shelter and just couldn't seem to handle all the ropes at once.
Helping took only a few seconds. Sara Duffy, that happened in your district
about 35 years ago.
