The way we have done it in this district for years and this is an unwritten
rule. A troop will not actively recruit boys from a pack that is chartered
to the same sponsoring agency as a troop. That pack is basically left to
the brother troop. However, we encourage the WEBELOS Scouts to visit more
than one troop to find the one that they are best suited for. We do
encourage the troops to provide Den Chiefs to any Pack that requests them.
We find that this is the best recruiting tool a Troop has.
