Congratulations on a good program, and I don't doubt that the boys love it.
You've obviously gone beyond the Big Ideas and added a lot of creativitity
on your own - in fact, I'd like that list of ideas you mentioned!
My concern, however, won't show itself for a while. You also wrote:

If your Tigers are already doing this, don't you think their Wolf year will
be a little less rewarding? My real concern is retention - by turning Cub
Scouting into a 5-year program, are we stretching it too thin?
I don't know - only time will tell - but, as Han Solo said, "I have a bad
feeling about this." I hope I'm wrong.
