Indulge me in a brief anecdote.
It was customary in my (former) council for Scouts and leaders to not wear
neckerchiefs. This was especially so in the summertime and at camp since
neckerchiefs with the current uniform shirts only exacerbated any discomfort
felt as a result of torrid NC summers.
We had one troop come to camp from out of council. (I believe they were
from Blue Ridge Mountain Council in VA.) It was policy in that troop to
always wear a neckerchief with the uniform -- unusual to us. However, the
most unusual thing was that as a form of punishment a Scout would lose the
right to wear the troop neckerchief for a period of time.
Wow! Our kids would do almost anything to get out of wearing the
neckerchief. Theirs apparently would be willing to do almost anything to
keep wearing it!
