That's not my understanding of how the program works. As far as I know,
SPL and PL are the only two youth leadership positions that are elected.
The rest of the youth positions are appointed, the APL by the PL and the
rest by the SPL, hopefully in consultation with the SM, in advance. The
exception is JASM which is appointed by the SM.
