Correct, Jim. Here is an exact quote for you taken from the Chicago Area
Scouter montly newsletter, March 1996.
"Operation: TIGER MANIA
A Good Program Gets Better
Operation: TIGER MANIA kicks off at the 1996 National Annual Meeting. The
intention of Operation : TIGER MANIA is to initiate and promote the
enhancements and improvements of Tiger Cubs, BSA, to recruit more adults and
youth into the first-grade program, and to formally establish Tiger Cubs,
BSA, as the beginning level in the Cub Scouting family.
Research shows that youth are more receptive to programs like Scouting at an
early age. Furthermore, it is important to allow boys to be exposed to the
values of Scouting at an early age when their values and attitudes are still
forming. Several enhancements and improvements were recommended to
strengthen the BSA's first-grade program and make a good program better.
The recommendations were based upon a recent extensive study of Scouting
professionals, Tiger Cub group coaches, and Tiger Cub adult partners. (ed.
note: at least ONE of those adult partners is on this list, and participated
in the pilot program for this program change) As stated by national
director of Cub Scouting, Gene Stone, "We heard what volunteers and
pro9fessionals have to say about Tiger Cubs, BSA, and we put that
information into action."
Operation: TIGER MANIA is designed to give every first-grade boy and adult
partner the opportunity to participate in the benefits of the Cub Scout
program. This will be accomplished through increasing the number of Cub
Scout packs utilizing the Tiger Cubs, BSA, program, increasing thedensity
served, increasing the confidence level and knowledge of the Tiger Cubs,
BSA, program among volunteers and professional staff members, delivering the
values of Scouting to you at an earlier age, and serving more youth and
families in the community. (ed. note: sounds like the 'get the numbers up'
game to me)
Watch for complete details and updates on the roll-out campaign during the
launching of Operation: TIGER MANIA at the 1996 National Annual Meeting, in
SCOUTING magazine, and throug the local councilservice center."
So - with TWO months to the May meeting, it is serious concern that we hear
here on the list, that people still do not know exactly what will be done.
I offer that that information is not correct in it's entirely. If a
nationwide kickoff campaign is being planned for May 1996, you can bet many,
many things have already been decided and done.
